Ending a sentence with “make” as above is an old poetic style, used sometimes for emphasis. It comes from a phrase by Aristotle: “One swallow does not a summer make…”
But the quote above is from the tv show “Schitt’s Creek” - which is a hilarious sitcom, if you’re able to I recommend checking it out.

I suspect the ultimate destination for these turtles was “being consumed” vs being a pet.
Processed into Chinese medicine type consumption, rather than food?
I admit I've never tried to smuggle 29 turtles into Canada, but there has to be a better way.
So why is is a black market good? Do Chinese people eat it? Is it illegal to eat in China?
"Traditional Chinese medicine" would be my guess. And it may not be possible to breed them in captivity.
It's especially worth noting that "Traditional Chinese Medicine" is a relatively modern invention by the CCP for cultural unity purposes. It takes various pre-scientific practices from all manner of historically disparate places and times in what now constitutes modern day China and pretends that they were always some kind of harmonious whole. Like as if the EU made up something using ancient medical beliefs from Portugal to Romania in order to enforce the idea that Europe was somehow historically a whole and therefore should be today. It's utter rubbish.
This may be a bit off topic but I can't help but feel the need to rant whenever TCM is mentioned and hopefully this is informative to someone.
They're a protected species that is at risk of being endangered. It's illegal to even keep them as pets in the states that they're native to, let alone export them for any reason.
We found a box turtle walking across the road in the suburbs one day with a group of children gathered around and decided to turn it into a lesson on why they needed to leave they turtle alone (or at least if they were moving him off the road, to move him in the direction he was going.)
They're awesome looking turtles. I wouldn't think if owning one or eating one. Not my idea of cuddly or... food.
