Yes. These are almost always public, since they are tax-funded assistance devices for the public to be able to see current traffic conditions before their commute.

We're not in a 100% surveillance state, yet. In fact this was commented on recently in international news with the whole "privately owned cameras in NYC", because very few of the cameras there are public or government owned.
