Why is this even legal? Why arent government expenses transparent??
Was there ever a use for these confidential funds? What was the precedent? Or was it always a way to pocket funds?
Supposedly for surveillance and equipment but are there even any proven returns for these expenditures? Parang wala naman.
Proposed P10.142B in confi, intel funds higher than 2023 CIF by P120M
Why does it have to be confidential? Do other countries do this as well?
