This is just the report on the USA. This agency does it for every country that signs a particular treaty, with a new report for each signatory country every 4 years. I'm guessing they have stern words for the many countries that do much worse than the US, I mean there are countries with the death penalty for lgtbtq people. I don't think they're saying the US is the worst by any means, they're just pointing out areas the US could have specific improvement. Mostly they're pointing out anti trans laws and things going up in red states. Again this is a report just on the US, it isn't about any other country. The US is better than many countries for lgbt rights but has room for improvement too.
