The first one is in New Jersey, not Canada. The US has 5 times more prisoners per capita, and 10 times our population. Examples from there may never happen here at all.
That second article says Canada already changed the policy for offenders with a history of sexual offenses against women.
So... You haven't really shown any reason to change the policy further in Canada.
