[Half Life 3 (HL3) doesn't count as we already know that game is still a long way off from coming out. Like another 5 or more years.]

That announcement and the "development progress" follow up was fake to placate people getting angry over Failout 76. If they even started to working on it, it was 2023 the soonest.

Pretty sure they said they weren't going to working it till after Starfield. So it is still in early dev right now.
