Hammed usually carries negative connotations, so I am confused by it's use here. Are you describing something positive or negative about the performance?
I think the point of the character is to be over the top annoying. In that case, hamming it up is good acting, because making the character even more annoying is exactly what you want.
Basically, they did a great job acting an awful character, which is a compliment.
For this particular character, over-acting it is a good thing. It makes him more irritating.
Hammy usually just means over-acting. Sometimes, going all out, chewing the scenery, and reeeeealy leaning in to your character is inappropriate. But sometimes, when the moment is right...magic happens.
That's funny! Is it Streetfighter? I'm not familiar with it, didn't play it, but M. Bison makes me think Streetfighter.
Come to think of it, the scene is very 2D-fighting game invoking. Special move with floating and charging from the air, interrupted with a round-house* to the face.
*I am also not familiar with kick nomenclature
Personal taste I guess. I've seen videos of the adoring fan for Starfield and I'm happy I skipped on that perk because I likely would have shot him in the face immediately
