Honestly, the new licensing model for Oracle JDK was known for so, so long, and every company had every chance to use an open alternative. Actually I think Oracle has been pretty lenient with it's grace period, so I don't feel sorry for the companies held accountable over this

We as a society should stop punishing people for insignificant crimes against big corpos. This sentence sounds something out of a dystopia. Really, even if there is supposedly 5 million USD in damages, are there any proof that anyone working at Rockstar games will feel the impact as a person? It is such a huge company I bet they wouldn't even feel it. Maybe there needs to be some cost cutting here and there, or maybe some people will lose some jobs? But neither warrants lifelong confinement - this is something you might get if you ruin someones life forever.

This is a good idea. You don't even need an external SSD, you can use a simple USB drive as well. I've done this for a long time with an old laptop and a lightweight Linux Mint distro (although you can probably have something even more lightweight on there)
Ungoogled Chromium: https://chromium.woolyss.com/ It should be the most barebones Chromium browser, hopefully using less RAM. And! Important: Download the 32bit version, even if you choose another browser. As your friend only has 4GB RAM, the max memory a 32bit software can address, you wouldn't have any benefit from a 64bit version, and 32bit apps usually use much much less memory (RAM).
