Any reason both emulators share the same report?

Someone please correct me if I'm wrong, but isn't Play! the one using stolen code?
Only ps2 emulator stolen code drama i see on a search is DamonPS2 for android using PCSX2 code without respecting the license and making it closed source.
I don't know, I never heard about something like that.
