The title is probably just a bad translation because the site is NewsInFrance.com. I know its a big responsibly OP but maybe see if the title makes sense before copying it for your post.

Yes. A ship can be arrested. Just remember that maritime language can be quite different.

Any asset can be arrested or whatever it called. Frozen?

Basically it isn't confiscated becase it is not becoming property of Italy, but original owner can't do anything with it.
