I think it doesn't really matter whether Putin specifically ordered it or not.
Navalny wasn't going to survive long in those conditions anyway and that was probably the point. But, also, he was a Nazi with CIA connections so.
I didn't believe the initial claim that Putin will order a hit on a political enemy that is imprisoned in an isolated, frozen, environment.
It was incredible to see how people immediately latched on to this, really shows how easy it is to do propaganda when it's something people want to believe.
