Is this not standard Chinese building practices? I saw a docu on this when building infrastructure for the silk road projects. It is not OK in any way, and should be stopped, but should also be expected.

Even if it is standard practice in China, it isn't in Brazil. China needs to learn that their laws are not global laws.
