You could also cross compile for windows from linux, iirc there are mingw packages on linux.

Not really, just jumped from gtx 960 to 7600, hope they iron it out.
At this point i would just install a linux distro like ubuntu/debian/arch as a VM on virtualbox/vmware/hyperv and do it from there, WSL2 is supposed to be custom ubuntu minus gui running on hypervany way.

Suse tumbleweed is kinda bad though. The docs are always outdated with broken links. nothing works out of the box. Yaast is kind of clunky, and looks ancient, looks wise. Updates are slow and I got tired real fast resolving broken dependncies.
Their plasma+firefox patches nice though.
