Probably because PPAs only work on Ubuntu and there are more Linux distros and even then it meant having to build and test a package for a couple of different Ubuntu versions.

So Johnson didn't invite Kenya's president to speak in Congress, even as Kenya is leading an international mission to try to bring stability to Haiti which should do more to solve what the Republicans see as a border crisis than the Republicans ever did, but he's inviting Netanyahu. Ironically, despite Apple's whining to get to this point, between this, and the EU forcing them to adopt USB-C, and, hopefully 3rd party stores and browsers, I may consider an iPhone for my next phone.

It's a pity you almost need to point a gun to their head for them to consider unshittifing their products.

It doesn't really matter, they don't expect you to get everything right on these. While most of the time you need to get mostly right (Google is using these to train their AI so often they are not sure themselves), they are also looking at other things, like how you move your mouse, and the cookies that they use to spy on people to determine the probability of you being a human. If you pass a certain threshold they let you through, and you can do it even if you miss a square.

The increase in the number of bots made up for the rest. The "pay a small fee to get an I'm definitely human sticker" scheme was really popular in the misinformation community.
