The Article is a bit misrepresenting. It compares former Eastern Germany regions today to England today. Thank you very much @SatanicNotMessianic@lemmy.ml for posting the University Press Release
What a misleading title! England slightly behind Germany.
England slightly behind worst regions of Germany would be more apt but yeah the title is severely misleading.
When you know the current status of such services in Germany, this isn't reassuring in the slightest!
That's... Something else.
