I think you're right. If you look at the "stairs" up close, they do not look strong enough for holding weight.

Such an odd design choice. It looks like there's already a patio, why not lower the patio and have actual functional stairs leading down to it? Looks pretty silly to just have floating fake stairs.

Actually though it's probably something along the lines of plans changing last minute but they already built the steps and framed the door so they just left them there.

As you can tell by the assemblage of other random angular shit, these are constructed in the modern five-over-one style, where everything is a big dumb box and desperately tries not to look like a big dumb box. Because god forbid they add any external shapes that do anything, like guide water away from entry points.

Try going to 1128 Hornby St, Vancouver, BC, Canada, and then rotating to look at the other side of the street (using this method, I couldn't get streetview to anchor at the actual address, but I could at the one across the street, so you'll have to turn around).
