To be clear, the thing that specifically makes them victims is that they were lied to that the place they were being sent to was set up to receive them. Instead, many were dropped off in the middle of the night with nowhere to go.
I'm not sure why the word victims is in quotes. That seems like an accurate description to me.

I think it could be that this is a legal distinction
as in, they are victims not just in a colloquial sense but also "victims" in this sense:
