if not dubia, maybe nubia or nuria or buria, seems to be an American singer.

singer sounds a bit like Eddie Holman (hey there lonely girl)

Try humming it in the Google or Sound Hound app. They work pretty well.

Soundhound is God awful for finding stuff by humming. I had a song stuck in my head for years. Probably over 20ish years. I just kept whistling and humming but never knew the artist or the words. Google gave it to me first shot. I swear by Google for the humming technique.

No idea on the song, may have better luck identifying the singer, and working backwards from there? Maybe something by Fine Young Cannibals? Certainly the most notable falsetto that comes to mind for that era for me.
